Generally, temporary foreign workers must have a valid work permit to work in Canada. Here are the steps for hiring a foreign worker to work in Quebec:

1. Submission of an HRSDC Foreign Worker Application for a labour market opinion (LMO) to the Service Canada Centre regional office.  

2. Submission to the Ministère de l'Immigration et Communautés culturelles (MICC) ( Direction des services aux entreprises et aux régions or your MICC regional office ) of:

   • A completed MICC application form for the Quebec Certificate of Acceptance (QAC);

   • Payment of Governmental fees.

3. The foreign worker has to apply for a work permit from Citizenship and Immigration Canada (CIC).
