I decided attack the rocking seat issue. That was easier than I thought. I followed some of the http://robbs.js-x.com/ken/vette1/ instruction but modified some of it to make is a lot easier. He says to remove the plastic ball with a screw driver. I just unbolted the #40 torque bolt at the end of the track. I raised the seat in the rear for easier access. Also, instead of using washers, I used an aluminum bar to create the new spacer. I started with the passenger seat. It took 1.5 hours. The driver seat took less than 1 hour. I can remove the seat and get the shafts out in 15 minutes. Here are some pics. The shafts. Upper is not fixed. Below is the fixed one.
Here is why it rocks. For an obscure reason, GM puts a soft rubber busing around the square block. That soft rubber wears out. That creates a slack and the seat start rocking. This is what goes in the silver box. The square wrapped in the rubber spacer.
 

Here is the new spacer:
